Can you share typical pricing for employment-based units?
Answer:

Question:
What other types of parking options are we allowed to suggest?
Answer:
The RFP states that "an alternative response that includes alternative parking solutions such as paid parking, off-site parking, shared parking, car sharing, etc., will be accepted." Respondents are encouraged to think creatively about parking and parking solutions to allow for maximum workforce housing units.

Can Low Income Housing Tax Credits and other public funding sources such as HOME funds and National Housing Trust funds be used for this project?
Answer:
Yes.
Question:
Can you provide me with a survey of the property?
Answer:
A survey of the property is available and posted to the RFP mainpage.

Can we get a geotech done on the site?
Answer:
Yes.
Question:
The RFP talks about doing a Development Plan as part of the RFP. How far through the Development Plan process should we be before February 9th?
Answer:
You should have a plan, but are not required to go through the Planning Department’s formal Development Plan process until the project is awarded.
Question:
Can you clarify the award process? I understand the submittal deadline is February 9, 2017, is there a defined process to review and award the RFP?
Answer:
All submissions will be reviewed by the 7-member Housing Supply Board and Housing Director. By COB February 15, finalists will be chosen and invited to present their project to the Housing Supply Board on February 21. A recommendation will be provided to the Town Council by the Housing Director on or before March 5, 2018. The Town Council will award the RFP on or before March 19, 2018. The Housing Supply Board and/or the Town Council might conduct additional interviews during this process.

When and where is the pre-app meeting?
Answer:
The information meeting is scheduled for December 4 at 320 S. King Street at 1pm. To call in, please dial 307-732-8696.

Is the pre-app meeting mandatory?
Answer:
No, it is not mandatory. There will be a call-in option for those unable to attend in person.
Question:
Have you thought about doing a soils test?
Answer:
We have thought about it, but we are not doing one.
Question:
You talked about doing multiple proposals - can they be the same format?
Answer:
The same format is fine. If several sections are the same between proposals, it is fine to reference a prior proposal instead of repeating the section entirely, and then noting any changes.
Question:
Are we free to use other parking areas nearby to meet parking requirements?
Answer:
You could propose to use other parking facilities, but should be prepared for the possibility of paying for it. It might be hard sell, as it could increase pressure on parking all over town. The initial RFP had fee-in-lieu parking, but that was removed in order to allow for any potential options (which can include fee-in-lieu parking).
Question:
Is the new hotel that is being built going to impact anything on this site, like access?
Answer:
The hotel timeline is not currently set in stone, but they will be required to maintain, if not improve access. More will be known in 2-3 months. Please contact Paul Anthony, Principal Planner with the Town of Jackson for more information.
Question:
Is the city going to lease back part of the property?
Answer:
Right now it has a long term ground lease, so yes. The Town Council also wants 5 units in the building. The terms for these units are not set yet.
Question:
Are there size requirements for these 5 units?
Answer:
They need to be a mix of bedrooms. The Town Council is currently updating the Housing Rules & Regulations and Housing LDRs. As part of this update minimum unit size requirements have been removed. Livability standards will still need to be met. The final policy direction on the Rules & Regulations update can be find online, here. While these new rules will not be adopted until next spring (2018), respondents may take these changes under consideration when drafting responses.
Question:
Will parking requirement also change as part of the ongoing LDR updates?
Answer:
District 2 has already been updated. There are some new parking ratios for residential, but there is also the option to do an independent calculation for an individual project.

Are there other Rules and Regulations updates that might impact this project?
Answer:
